No, the stock CPU cooler(comes with CPU) would be fine.

What's with the network card? Your motherboard is equipped with an ethernet port. I feel like there's a much better way to spend that kind of money on a PC.

If you are planning on running this thing at over 80% for most of the time. I would personally suggest getting a heat sink that is better than the stock one. If you aren't planning on overclocking the shit out of your PC then you don't need to spend a ton one one.

But I personally suggest to never use a stock cooler. They are garbage. Spend $20-30 extra and get a decent one that will extend the life of your CPU buy a long time.

I personally suggest the corsair H series contained liquid coolers.
the H60 should fit the budget and should allow for some overclocking and it looks pretty bad ass as well

I sort of agree, I'd spend the 30$ when you can to get a Hyper 212 EVO.

Closed loops are only good for high-end builds or builds of certain form-factors where a conventional air cooler would not fit. The decision to spend $30 on a refurbished H60 versus a CM Hyper 212 Evo is a no-brainer. At this price point especially, air is the best way to go.

That motherboard has a weak VRM without a heatsink. Do not overclock with it. If you want to get an aftermarket cooler, the only benefit will be less noise. The stock cooler is fine and the life of your CPU won't be affected. It will be trash before it significantly degrades and other components would die long before it.

A stock cpu cooler comes with the CPU but AMD processors do have a reputation of running hot so you might want to consider getting an aftermarket heatsink.
