You can't edit the actual File but if you're lucky someone might make you one the same as that but with your additions.

i can get a photoshop file of it with all the layers if thats needed

I could do it for you, depending on how many layers there are in the .psd file.
Is there a layer for every piece of text and image?

yes there is my friend tried makeing it in photoshop he screenshared me on skype but he was a newbie at it
