Does anyone know if I actually have to have the operation available to unlock the special character ghilli suit? Or can I just get the 500 kills without having the operation?

You need to have operation unlocked to get the ghillie suit

Yes you do, I learned that the hard way by going after the 10 killstreak unlock before I had the challenge unlocked, waste of time. If you dont have the challenge in your operations, none of your progress will be tracked
