Here you go! I hope you enjoy! I have made one that is low quality that will be able to be uploaded to TTG and another that is much higher quality. The reason why you could not have one is b/c the background you chose took up a lot of file size and ttg avatar maximum file size is 100kb. All though the other one is higher quality other sites will be able to accept it.
