Anyone can run a meth lab, they don't have to be affiliated with a gang...
True, look at how Breaking Bad showed how a teacher and a junkie worked together to make the purest meth anywhere. Though it was fiction, it did in a way prove that anyone is capable of making meth with simple chemistry knowledge.
