My question is: Should I buy a next gen console or a current gen console? I am low on money. I have enough to buy a next gen but yet I don't think it is a good idea to buy the next gen console so soon.
I haven't played a console in a while due to me getting banned off my xbox.
PS: I am not going back to Xbox. So real question would be: The PS3 or the PS4?

If you have yet to play many PS3 games i would suggest you buy that. Remember that it is not only the price of the PS4 that you need to worry about, but the price of the games, Which will be really expensive over the next year or so. While most good PS3 games will only run you down $15-30 a game for the PS4 will run you down $60 or more in most cases. Unless there are some games that you really wish to buy on next gen stick with the PS3 if you're a little tight financially and wish for a larger collection of games

If you want to play with friends who are getting next gen consoles, then I'd suggest getting a PS4. However, if you just want the console to play a few single-player games and maybe a bit of Call of Duty, Battlefield etc... I'd suggest saving your money and getting a PS3, there's no point in spending all that money on next-gen if you're not a serious gamer.

Don't listen to Katsumi. Most games for the PS3 are still $50-60.
The PS4 game prices are the same and nowhere I have seen a game more then $60.

As long as you are buying Pre-2013 games they shouldn't really be priced anywhere over $40, most of them being between the $15 and $30 mark. You also need to take into account the sales that go on at most game stores, which will be happening for the PS3 but likely not for the PS4 initially. My statement of a larger game library holds completely true also.
Most new PS3 games usually are priced at around $50-60 but that is not the case with old games, which make up the majority of the consoles game library
