I went onto GTA Online and i was on for about 15mins but at the bottom left it said something like "Cannot connect to Rockstar services" or something like that and then after 15mins it kicked me offline and when i try to go back online it says "Rockstar services are down" so i guess ill have to wait a while

Yep they are down, probably because social club is, maybe an update or some shizzle? Hopefully not it could patch something vital like money glitch or duping!

i hate to be the beraer of bad news but heists are confirmed not to be in beach bum DLC

Besides the Beach Bum Pack isn't coming out until Tuesday. The servers are probably just down for maintenance.
