Is there anyway to completely reset an iPhone 5 and activate it again. I am going to buy one but they dont know the apple ID and password needed to activate it.

If it's just the Apple ID you can go into settings under App Store and change the profile

If you want to reset the iPhone, simply plug it into iTunes, and click 'Restore Phone'

I wouldn't buy his iPhone. If it is on iOS 7 then it is useless. Apple has implemented new security features that help protect stolen iPhones. Even if you restore the iPhone in DFU mode or Recovery mode it will still ask for the Apple ID of the original owner.
