If I am not mistaken they would need your Xbox Live profile unless they licensed transferred them from your account to theirs where they would still need access to your account until they were downloaded. That is just my guess though. I'm about 95% sure

It is linked to your xbox live account so they would need your account.

If the DLC,Games where downloaded to that xbox the first time you downloaded them and your selling that hard drive with the dlc and games on then yes they would work for any account created on that Xbox/HDD

Your account would work but you cannot transfer any items like world saves for minecraft or games at least that's my understanding

Don't listen to half the people here, they don't know what they are talking about.
Here's how it works.
Accounts and consoles have licenses.
If you buy something, that account and console will have the license to what you bought.
If you move your account to a new console, that account will have the license, the console will not, this means that that account only can play the DLC it bought.
If the console has the license for a DLC any account can use it.
Makes sense? There is also something called "License Transfer" this is account to another console, not account to account or console to console or console to account, so keep your main account you bought DLC on so you can license transfer in the future. What happens is instead of only one account with the license being able to play the DLC, the console transfers the license to itself and lets other accounts on the console play the DLC.
If you still need help, pm me or reply
btw the answer was yes, but he will need a copy of the DLC.

I'm not 100% sure if the Xbox One is backwards compatible. But I know you can get most of the stuff from the Marketplace, to play older games on the new console.
