im trying to find a lvl 1 with all specials at 10 and all stats at 100

If you plan on playing dlcs you don't want all your specials maxed because you won't be able to finish dlcs. And you could always just get the fallout new Vegas save editor and mod it your self you won't have godmod but you can give your self like 1000000000000000 stimpacks and same with weapon damage and ect
