It's impossible to shut off everything, not everyone even connects to mainland US internet

If they do turn it off. I better not be billed that month!

Like I said , you can't measure if that will have a worse or better effect though.
On the one hand you have the enemy notified of a weak spot, but on the other, you have your army notified of it too.
