Yes you do, they decided they were losing out a lot of money so they decided to make you pay now.

yes to play online through ps4 you will need ps+,but from what i understand it goes on your account not your console so if you have a ps3 and vita you will have ps+ across all of them and get all the benefits like the free games.

you will still be able to access psn for free and send and recieve messages but not online gaming.
