So now you have 0031? That is usually a shorted out resistor(x clamps too tight usually)..

The top of the cpu should be cleaned off and you should see your face...I can't tell if that's just crap or actual chips/scratches on the chip...

Im not sure, but Rubbing Alcohol is what your supposed to use. At least for thermal paste. Try that in a very small amount.
