Yes the TU Goes in the cache folder on the root of your hard drive.
Also, my plugins won't save in my dashlaunch and yes I know how to save them it's just that they will not stay after rebooting
Are you sure you are saving them to the right place?
Save them on your HDD:
Yup thatd where I've been saving it, the other day I accidentally deleted my dashlaunch so I put it back on and tried it again and stil my menu will not load

Make sure you have TU5, go to System Link and press RB when the game is fully loaded.
NOTE: This menu works in Extinction as well.

listen if you want to save your plugins press RB then x to save it and y to load it

Make sure you have dashlaunch. 3.09 or 3.10 which ever is the newest, Make sure you set the xex as a plugin, does not matter which one.!!! Mines set to plugin 4, after that Press RB then X to save on hdd, if you have any other launch.ini files on your system on a USB or so on, unplug those usbs or delete those launch.ini's sometimes it does affect it, idk why...
Now reboot console, go back to dashlaunch and it should of saved as a plugin, Now make sure you have tu5 for ghost, just get it from your retail or download off the internet *here on ttg or 7s* or any xbox tu site. I recommend just put the update on a usb via horizon, then copy the update to your hdd, via storage option on dashboard settings menu. Now go to cod ghost and start a match, spawn in and press rb, you should get a lovely little msg, and from their on you should have the menu, also make sure you have the tu5 version of the menu and not the tu4 version.
If 3.09 or 3.10 doesnt save, then use 3.08 I have never had a prob with 3.08 ppl say its really buggy. but i have never experienced a prob with it
