OK im using permissions ex and have writen out all the permissions but for the co-owner/owner was going to put *.* to give them all the commands but if i do that permissions ex does not work at all but if i take them out it does work up to a point where i can't use the commands like op,reload,stop, ect....If anyone can help me sort this out i will make you an ADMIN on my server
