The rat loader still spawns in the same places, just not as fast as it used to..I found two of them about an hr apart. It can still be upgraded in LSC, but no tracker / insurance option. I took it to my garage with no upgrades on it, and yes it said this vehicle can not go in your garage.....Hope this saves everyone time and money. I did not try the garage glitch.
