So somewhat recently it seems like my internet has gotten very, very slow. By that, I mean at best loading 240p on youtube, and not being able to load facebook if I'm downloading something. I took the speed test, and these are my results:

With that speed, do the issues I'm describing seem normal, or is something not right with my ISP?

This could be caused my many things.
I would check to make sure you don't have anything downloading in the background.
Normally when my internet takes a dip in speed is when a Steam update starts.

It could just be where you live or just in general you're internet is bad or it just could be peak time for when people get on and your internet gets slow

If it has been like this for a month, you could just have a bad internet provider or plan.

if you have alot of things connected to your wifi, e.g phone, other family members phones, ipads, laptops, that may be the cause but just disconnect the ones that aren't using the device and that should maybe speed it up a little. Other than that your only option is too upgrade a better connection.

I had this problem when i moved my modem to anther room i had to completely take off the the cable from my room and put in the living room.. and doing that i accidentally sliced the jacket and exposed the copper wire (COAX CABLE).. I had good ping like 10 but my download and upload speed was like 5 Down 3 upload when i usually get around 50 down and 10 up. So what i did i cut off the wire that was cut and i had to buy a new connector.. there some at Best Buy that all you do is making a clean cut you put the end piece on then you screw on the cap which basically strips the wire for you and BOOM it worked like a charm What i would do is check your cable see if its cut or sliced anywhere
