I would say that the second build is better but I would choose a different SSD.

Honestly there is work needed to be done to both builds. Both of the builds are just bad and unbalanced. So from me, it'd be none.

Way too much money for both of the builds. You could easily save a few hundred bucks if you chose your parts properly. But in my opinion, they're both equally bad.
