ISP wrote prod.cloud.rockstargames.com shows success and I'm connected via Ethernet but the mods still aren't working.


Try clearing your System Cache and confirming all of the settings shown in this thread are correct.

Not sure what could be wrong. Look up Wan5's method, do EVERYTHING in there except for the hosts file. Put the info I gave you in the hosts file.

for everyone who are sceptic about doing this its as easy as setting up your xbox haha but iv been doing this for the last two weeks now and still have not received any ban what so ever so dont be affraid to try this i recomend it
