because there is none that are for sale you can only get them when they are for sale maybe Christmas there will be some for sale -xXxGoDzZxXx-

They put some summoner icons in that category sometimes, Like now there are some from the EU teams that recently have played or won a tourny you can buy a bundle for 2k rp or 200RP per icon hope this helped
