hey i was just thinking why i cant find any mod tools for the 360 its been almost 3 years

Because there are none that are worthwhile using. The only ones available are ones to mod general stats such as how many enemies you have killed, or one which only mods items that have a 000 item id code, which is about half the base game items and even then you can only mod one item per use. To use the second tool I mentioned to kit out in armor, weapons and gold you'd have to spend a few hours just getting it ready, then another couple to get it all sorted. The easier way is simply upload a save file, get the console command codes and post a request to the request thread.

You can also use a mod tool called barrel editor, all you do is place an item in a barrel that is in front of you. You can replace whatever item you've put in the barrel with anything else and you can put however many of the item you want.

I already mentioned that, but again it is limited to what it can do and how fast its use is. What is the point of spending a few hours getting your character set up 1 item at a time when you could have it done all at once? And with no limits on what items are available for use.
