I have a chromebook so i can't download files, on my phone im using this desktop viewer app: [ Register or Signin to view external links. ] It allows me to access my phone files ect, but on a browser. Im not that tech suave when it comes to rooting ect.. But don't you personalize stuff while rooting with the terminal command prompt?

No. That is not how you obtain root. What device are you trying to root?
Also, you need a Windows/Mac/Linux machine to in order to run 99% of the programs you need. You can always use a VM too.
