Hold down home button and power until your phone restarts, then try again.

MAKE SURE YOU RESTORE YOUR IPHONE FROM THE COMPUTER! this happened to me because when i updated to ios7 i did it over wifi and didnt update from itunes. when i restored from itunes it worked perfectly
