Do I need a JTAG to do this?
Sometimes when I do it and get online it doesn't work.

Simply enter the first DNS into primary in secondry DNS put 0.0.0.0 or 8.8.4.4 (this works for me all the time) and clear your cache and delete the title update for GTA V. This works for me all the TIME.
