I recently grew a interest in the rat loader truck/muscle car. I discovered that you can't put it in your garage is this true?

No that is not true.What you cant put in your garage is the DLC Rat Rod.

so the rat loader you can find up near trevers house you can put into your garage? and what dlc rat loader the only cars in the dlc are hot knife camilian and carbon rs

Correct you can find the Rat Loader and store it in your garage. The Hotknife can essentially be customized to be a Hot Rod.
