It's personal opinion
PERSONALLY, I prefer Tupac, due to the fact I like classic rap, such a Biggie, Tupac, NWA, DMX etc, Eminem is a fantastic rap artist, don't get me wrong, but went off a bit for me when he released his album Recovery, I preferred his old stuff like his album Curtain Call.

But Tupac died in the "old school" era of rap. It has evolved, and he probably would have evolved with it if he were still alive (if he had not retired by now).
Anyway, I've tried to like Tupac, and although I appreciate him, his legacy, and his contribution to the rap game I can't seem to listen to him compulsively like I do with Eminem. So my vote is Eminem.

Tupac without a doubt. Most people will say Eminem because they either didn't grow up listening or they only listened to the songs the main stream stations and papers were playing/talking about. Tupac talked about his life but what separates him from Em is that Tupac was also an advocate for people going through struggles.
