When I had this problem, usually closing any programs that use ports should solve the problem. (torrents, portforwarders (manually portforward instead of using programs) or any other third-party software. It means that something is already running blocking the server

so your saying that i should manually portforward instead of using utorrent? its working now also thanks

you could exit utorrent, start server, and then restart utorrent...if that doesn't work or if it's too big of a hassle for every restart (which it will most likely be) then yes manually portforward. Isn't that hard

I portforward in my firewall, open a port there.. Not many people know about that but it works for me atleast.
