Do a mission for Simeon and then go to the golf course drive around and the car should spawn but only between 8am-4pm

get in the car then buy the same apt building and it will dupe

If you really want you can have a friend make an new character and you have them select that as their first car in the race and you have them give it to you when they are done. You can also get the sticker bomb car this way.
