I could be wrong, but they are just turning the "pitch" up. They have it low to start and then gradually turn it up til the mix starts. I'm no professional but I have mixed some songs before and it sounds like that when I mess with the pitch and gain of a song.

That guy's wrong, it's a filter. A lowpass by the sounds of things. Just automate the cutoff frequency and you're good to go.
