When I try to run and look around at the same time it does not let me. It has me locked looking forward so everytime I run I have to hold down W and click A and D a few times before it lets me look around while running. If anyone can help me solve this issue it would be great. Thanks.

Is it your mouse? If you know for a fact its the game you could try deleting the .minecraft in %appdata% then running minecraft again, but that's at your own discretion.

It should not be my mouse. I have had no issues with it but I have recently redownloaded Minecraft and had this problem.

Do you have a Synaptics touchpad?

If so you'll need to go to Start > Control Panel > Mouse > Device Settings> Settings > Pointer > Sensitivity >PalmCheck and put it to the very minimum

I found all of this but it only has pointer speed, touch pressure, and touchguard.
