It depends what league you would prefer. I would recommend Bundesliga as they have players such as aubameyan who is around 3k (possibly cheaper) and has 96 pace. They also have Blaszczykowski who is also cheap and has 93 pace. Hope this helped

Russian league teams have lots of pace such as doumbia,musa,gonzalez and mcgeady. hope it helped
