So I have seen many videos of when somebody talks the game audio gets quieter then back up when they stop talking. I know there is a feature in the Elgato software but I was wondering is there something like that for a plugin for Sony Vegas or Premiere Pro etc

It's not a feature in Elgato, nor is it on any software.
You can change your party voice volume/game volume on your xbox settings any time even wile playing a game. if you raise the party voice audio, when anyone speaks, your game audio will automatically decrease.
