lol, actually every comment so far is wrong.
It means that in a few days, paypal will insert 2 sums of money into your bank, example: $0.04 and $0.56 and when you read your statement, you will see the two sums, you enter the two sums into them text boxes and your account will then be verified.

Paypal put 2 small amounts of money in your bank which you put in them text boxes, if anyone actually read the instructions, it tells you that.
