The HAARP machine radio waves are strong enough to expand are planets atmosphere, which then can damage the jet stream high up in the sky. And by doing so can then change the weather system. Also these HAARP machines have been proven to make up to magnitude 6 earthquakes anywhere on this planet because of the ultra low frequency sound that they produce.
