If you're looking for another nVidia, you could always go for the GTX 660 or the 660Ti if you could stretch your budget, if not there is always the 650Ti..

I would suggest the 650 Ti Boost if they were available anymore. There's really nothing to be had around that price point at the time being, but $180 gets you an R9 270. It's worth paying extra for if you can afford it.

Can someone explain to me how this works

670 VS 760 = 670 WINS (HOW???? ITS OLD)
680 VS 770 = 680 WINS (HOW????)

680 costs the same as the 760 but according to benchmarks
the 680 is better how is this possible?

The 680 shouldn't be faster than the 770 because the 770 is basically the same thing with some performance tweaking. The 760 replaced the 660 Ti in Nvidia's lineup, but all of these cards are different implementations of the same silicon (GK104) with different portions of silicon disabled.

The 700 series, apart from the 780, 780 Ti, and Titan, which use GK110, are all just improved versions of the 600 series. AMD did the same thing this generation aside from the 290 and 290X.
