Whenever I try to browse the servers it says there are none and whenever I try to play with a friend it says no free commander slots? please help!

When it says "no free commander slots" it means that the server is full.
I would suggest going to this site. [ Register or Signin to view external links. ]
You can use the server browser on there and connect to servers on your xbox. It's what I use and it works a lot better than the in-game server browser.
