i dont have my desktop computer at the moment but i have my laptop will it run minecraft? heres my specs thanks in advance

Yes, most things can run minecraft, however this will run it easily.

thats really bad mate. i run 70fps on high settings

Minecraft will run, but you will either have lag or poor fps. You gotta mess around with the video settings.

But why am I lagging soo much? I tried with optimize and get the same results :/
