Are you stupid? Xbox 360 Neighborhood is what makes XRPC and JRPC programs work. And his motto doesn't make him sound like a hacker at all.

OT: The person obviously didn't add an exception catcher on their tool (easy noob mistake). But what that means is that the tool is having problems connecting to your Xbox. Make sure you have the correct XRPC plugin (there are older versions out there that don't seem to work for others) and make sure your firewall and antivirus software is off.

It's a free tool, Can't seem to find any dencent tools Its in this order - Plugin1 = hdd:\XBLStealth.xex
Plugin2 = hdd:\xbdm.xex
plugin3 = hdd:\XRPC.xex
plugin4 = hdd:\JRPC.xex
