Don't make that mistake by purchasing that Play and charge cable. What you need to buy is this :

($15.00 is a little too high, find one that's lower w/Free shipping)
Once you buy that you could easily setup since it comes with a Tiny Install disc, so set it up, then once your PC recognizes the device you just need to Sync the Wireless controller with the Gaming Receiver and you can use your controller.
Some games automatically have their own controls when you plug in a controller but if they don't then use this Program :

There are tons of controls for many different games including Combat Arms.

To add on what Halo said:
Wired controller work perfectly also, are cheaper and don't need a wireless reciever or batteries to sustain it. It for me is the more viable option.
Pinnacle Game Profiler is a good program but runs on a free trial and when it expires is a pain in the ass to use, even after you purchase the full version. I'd recommend Xpadder instead.
