Alright, so every video I find on 'Building a gaming pc' they say "Do NOT bottle-neck your MOBO with a CPU/GPU.
I know what bottle-necking is, I just don't know how to tell if I'm going to bottle-neck a MOBO with a certain setup, can you guys please explain?
Say I put an 8320 on a $90 MOBO with a like a R9 290x, would that be bottle-necking?

Bottle-necking is such an over exaggerated term. And as long as your stuff is new technology and as up to date as possible you should be fine.

A great concept of what bottle-necking is when you have an atom processor strapped with two 780 ti's in sli.
