I think I figured it out...
I am not sure though. This is what I can remember from the puzzle we did in one of my college classes last week.
You CANNOT do this problem without crossing the lines. There will always be a house that is getting double of what it should have.
For example when I did it House one only can receive 2 waters and House 3 can only receive 2 electricity's.
I have it drawn out on paper if you would like a photo of it..
Idk if its right though!

I remember doing this problem in my Algebra Class but I cant remember how we did it.

Correct! I never said in the puzzle that you couldn't make it into a 3D object. You have the right answer. Congrats sir.
What got people is they thought you have to do it on a flat surface. It is easier to be done on a 3D object.
