There are a few but they don't do what I suspect you are seeking. There is one called Solitudation, which uses the barrel method to insert base game items with ID codes starting in 000, which means any base game item with 001 or any DLC items cannot be added, also it requires sacrificing an item to get an item, and only allows one item at a time. Other tools use the same method but only allow adding gold, while the rest of the tools only allow editing general stats such as how many people you have killed, or how many places you have visited. For full modding, I'd recommend finding Katsumi's thread and posting a request in there.
