I am in a budget, so...
SLI a pair of 660's or buy x1 770?
I plan on playing BF4 so, will it play it efficiently?

Do you currently have a 750w PSU? If so, 2 is better than one! If not, best to buy the 770 and perhaps sell the 660 on eBay.
I haven't confirmed this myself, but you might be able to use the 660 as a PhysX processor while using the 770 as your primary card for display. Note that the cards aren't in SLI, but are both active in the system. Like I said, personally unconfirmed theory.

like MichaelBay said. If you have a SLI/XFIRE compatible PSU go for it.
But your paying more for around the same performance.
