GTA IV PC error

OK When i start up The game, it works just fine, I click On the GTA IV not the EFLC side to play it, It starts up, but after it says the Loading part i get the error: WMV190 (something i cant remember) Either Reboot system or Reinstall Games for windows Live,
When i start the game, it doesnt give any of the GFWL Interface, But its saying i need it to play it. Please Help!
My PC can run this game no prob,
OS: WIN 8.1

I also had the same problem.
First try this [ Register or Signin to view external links. ]
The above worked for me, but I also found another solution before that, but it doesn't allow for online play, only single player/story mode.

Read the "Read Me" file, it replaces one of the DLL's associated with GFWL and provides a fix that will allow you to play it normally. Like I said though, it has no online support as of yet and is only a small fix if the other method I linked doesn't work.
