What's going on all you beautiful people?

I was recently in a GTA:O game where there were a bunch of hostile people of course

One of these people really caught my eye

There was Someone shooting an unlimited ammo RPG with rapid fire, havin a blast, shootin rockets everywhere completely destroying everyone and their tanks.

I was just kinda curious is anyone's heard of anything like this as a glitch, or maybe a mod?
