Windows 8.1 is way more optimized to run on less hardware to run games at higher FPS's and if you don't like the newer metro UI, you would be able to install a program to bring back the Windows 7 Start Menu (I use classic Shell). Overall, windows 8/8.1 will bring ~10 - 30 FPS in some scenarios.

still going with window 7 but it some good stuff with window 8 but still with window 7
