Yes you can still host on BO2 recoveries.

just get an BO2 ban bypass and if you want use xuid, it might help out alil, but im not sure if BO2 permanently bans you're console, if it just bans profile, then take someone's xuid

XUID is Xbox User ID, and from what I've recently seen isn't that easy to do. It also doesn't affect BO2 banning much. If you don't have a bypass for BO2 then you'll get banned from it's service almost instantly, but as long as you have the bypass then you can do recoveries pretty well, but you still have that chance of a ban. There are also a couple of tricks a lot of people use to be a little more safe online
