To unban the console you would need to buy a new KeyVault, and mostly people sell them as shared when they say they're unshared, so it's hard to get a legit KV that will stay unbanned for a long period of time. But there is no point in unbanning the console if you're not getting online with a service. If you try to go online without purchasing a service it will ban your console again. And to change the KeyVault your console would have to be exploited, either by RGH or Jtag.
