If you go into Cydia, go to the search tab.
Once you are there, search for "LocalIAPStore"
Let the search finish, and click on the "LocalIAPStore" package.
Install it.
Once it is finished installing, you will have to respring your phone. It does it for you
After your phone is done with the respring, go to your settings.
Scroll down until you see the LocalIAPStore tab.
Go into it, and switch it to "Enabled"
From there, you are good to go.

Try reinstalling the package. That might help.
