None of the stuff that is suppose to pop up , pops up and i dont get the cydia icon, wats wrong?

Restore your iPhone through iTunes and re-add your firmware. Then try to re-jailbreak it. Make SURE you're using evasi0n.

When you updated your phone to iOS 7, did you do it OTA on your phone or with your computer?

Thats why, if you OTA update it messes up the phone. You have to download iOS 7 on your computer using iTunes and restore/update it with iTunes and it should work fine.

You have to restore from your computer on itunes then do it it will definetly work.
